Explanation of PDA Methods
NAESB Swing: 
Swing means that a contract will be designated to take the "swing" (overpulls 
or underpulls at the location on a daily basis). All other contracts are allocated their 
scheduled quantity. The contract identified as "swing" is allocated the remaining 
difference between total quantity to be allocated and quantities allocated to other 
scheduled contracts. An Operator may elect to have the imbalance allocated to a 
contract regardless of whether any volumes are scheduled under the contract. If the 
Swing contract designated does not belong to the Operator, the Shipper whose 
contract is identified must authorize his contract to be used.

Pro Rata: 
The total quantity to be allocated is multiplied by the ratio established by taking 
each individual scheduled line item and dividing it by the total of all scheduled 
line items applicable to the quantity to be allocated.

Default Agreement 
For all allocation methods, if measured flow from a delivery point is recorded 
and no scheduling has occurred, the metered volumes will be recorded on a 
designated default agreement provided by the Operator and agreed to by the Shipper.

OBA (Operational Balancing Agreement)              
Contract between two parties which specifies the procedures to manage operating 
variances at an interconnect.  One of the purposes of an OBA is to protect shippers 
from flow variances outside of their physical control.
